Lake Milton Causeway Enhancement Project in Milton Township, Mahoning County, MAH-CR18-0.96

The project proposes the rehabilitation of the Lake Milton Causeway along Mahoning Avenue (CR 18) in Milton Township, Mahoning County, Ohio. The proposed work shall consist of constructing an underdrain storm water collection system (24” catch basins, 6” drainage pipes and 6” outlets) along the edges of the roadway to mitigate water pollution and meet the intent of the Transportation Alternatives Program (TAP) eligibility guidelines. Additionally, the project proposes to mitigate existing embankment erosion along the causeway by installing aggregate along the shoulders and by applying a topsoil alternative (Proganics Biotic Soil Media) and a hydraulic mulch (Flexterra) along the causeway embankment to reestablish a vegetative cover and prevent future erosion.
Construction is anticipated to begin on this $225,000 project in January 2018 and shall be completed May 31, 2018. During project construction, a minimum of one ten-foot lane of traffic shall be maintained in each direction on Mahoning Avenue (CR 18) at all times during project construction utilizing appropriate maintenance of traffic measures. Construction and lane restriction information will be posted along Mahoning Avenue and the Mahoning County Engineer webpage, http://www.mahoningcountyoh.gov/764/More-Information, prior to the start of construction activities. Additionally, vehicular, pedestrian and boat traffic and access to all adjacent businesses, residences and Lake Milton State Park facilities shall be maintained at all times throughout project construction. This includes maintaining access to all fishing access parking lots, sidewalks/boardwalks, boat docks and boat traffic beneath the Mahoning Avenue (CR 18) bridge over Lake Milton Reservoir at all times throughout project construction.
The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried-out by ODOT pursuant to 23 U.S.C 327 and a Memorandum of Understanding dated December 11, 2015, and executed by FHWA and ODOT. The proposed project will not impact any cultural resources, suspect hazardous waste sites or result in any impacts to ecological resources. The project will not result in substantial impacts to the environment either individually or cumulatively. In compliance with Section 106 of the National Historic Preservation Act of 1966, as amended (codified as 36 CFR 800), Mahoning County Engineer requests information regarding the presence of any known cultural resources in the vicinity of the project. Cultural resources include prehistoric and historic archaeological sites, historic bridges, historic buildings, sites and districts.
