The Community Recycling Report Card

Probably the best way to objectively evaluate each community’s recycling performance is through calculating all the weights of material that each one recycled through the curbside, drop-off, overflow, special event, and reuse programs offered in the District, and performing a per capita analysis. The Community Recycling Report Card will be updated every six months so that communities performing poorly have a chance to upgrade their performance. Currently the District provides communities recycling assistance funds each year in order to provide the personnel and associated costs to implement their community drop-off recycling program, and to perform education and awareness so that more residents recycle and reduce waste.
Although the categories of curbside and drop-off are familiar, the others need defining.
Overflow – Means the weights of recycling or waste reduction reported to the District each quarter by the community recycling coordinators that involve activity not reported or included in the curbside and drop-off weight reports that the District receives directly from the service provider. For example, if a community accepts Styrofoam at their drop-off site(s) and has a company that reuses it, then they report that weight as “overflow”. Others may have a trailer for the acceptance of newspapers or aluminum cans to benefit community youth organizations – that is considered “overflow” since the items do not go into the drop-off site containers.
Special Events – These are special recycling events such as appliance recycling drives, tire drives, and electronics recycling activities that many communities host each year.
Reuse Activities – Some communities hold reuse events whereby residents may bring unwanted, reusable items for charities or other residents to reuse. These events have special names such as “Drop and Go” or “Drop and Shop”, and the weight of the items reused is countable toward that community’s recycling total.
The Community Recycling Report Card is meant to provide all Mahoning County residents the ability to objectively evaluate each community’s recycling efforts. The District’s staff will be working closely with those communities that have a per capita below 50 in order to provide more education and awareness to their residents so that participation increases. Congratulations to those communities with per capita ratings above 60 as this truly demonstrates excellence in recycling achievement. The District’s goal is to have every community above 60 within the next two years.
