ISSUE 1: PROPOSED SALES AND USE TAX (RENEWAL)
MAHONING COUNTY
A majority affirmative vote is necessary for passage.
The Board of County Commissioners of Mahoning County proposes the continuation of an existing levy for a sales and use tax in the amount of 1/2 percent for the purpose of providing additional revenue for the county's general fund, for a continuing period of time, commencing January 1, 2008.
SHALL THE RESOLUTION OF THE MAHONING COUNTY COMMISSIONERS PROPOSING THE CONTINUATION OF A 1/2 PERCENT SALES AND USE TAX, BE APPROVED?
ISSUE 2 : PROPOSED TAX LEVY (RENEWAL)
MAHONING COUNTY
A majority affirmative vote is necessary for passage.
A renewal of a tax for the benefit of MAHONING COUNTY for the purpose of THE OPERATION OF FACILITIES used for retardation and developmental disabilities programs and services including Leonard Kirtz School and the MASCO industries workshops at Bev Rd., Rayen Ave., Javit Court and Marwood Circle and providing other services and facilities for the retarded and developmentally disabled by the Mahoning County Board of Mental Retardation and Developmental Disabilities at a rate not exceeding 2 mills for each one dollar of valuation, which amounts to $0.20 for each one hundred dollars of valuation, for 5 years, commencing in 2007, first due in calendar year 2008.
The facts about the MRDD renewal levy
NEEDS HAVE INCREASED THREE WAYS
· Individuals today are more likely to have multiple issues that require the aid and supervision of more highly trained professionals.
· The Board serves individuals with developmental disabilities throughout their lives, and more and more are of retirement age with nowhere else to turn. These individuals are living longer and are facing more issues of aging and physical illness and often have parents who are frail and elderly and no longer able to care for them.
· The services of the MCBMRDD are the only ones available to meet the needs of these individuals. Without the MCBMRDD, they would have nowhere to turn. In addition, there has been a recent reduction of $4 million in Federal funding.
Local Issues:
Jackson-Milton Local School District…Renewal of a tax levy, avoiding an operating deficit in the sum of $988,485, 6.2 mills for 5 years commencing in 2008.
City of Alliance…Income tax increase from 1.75% to 2% effective July 1, 2007 for general municipal operations.
Alliance City School District… Renewal of a tax, rehabilitating, improving and equipping School sites, 2 mills for 5 years commencing in 2007.
Columbiana County…Robert Bycroft School & Sheltered Workshop, replacement, maintenance and operation, 1.5 mills for a continuing period of time commencing in 2007.
Salem City-Renewal of a tax, recreational purposes, 1 mill for 5 years commencing in 2007.
South Range Local…Bond and Tax Levy, general permanent improvements, principal amount of $20,400,000 to be repaid over 28 years @ 7.4 mills. Property tax of 0.5 mills for a continuing period of time.
Poland Township…Renewal of a tax levy, Roads, 2 mills for 5 years commencing in 2007.
Springfield Township…Renewal of a tax levy, current expenses, 2 mills for 5 years commencing in 2007.
Springfield Township…Renewal of a tax levy, fire department and emergency medical services, 2 mills for 5 years commencing in 2007.
