What Areas of Government is this Office Responsible For?
The Mahoning County Alcohol and Drug Board Addiction Services Board (ADAS) was established by State legislation that became law on October 10, 1989. The Board comprises eighteen volunteers who live in Mahoning County and have an interest in addiction recovery issues. The ADAS Board is the planning agency for alcohol and other drug addiction recovery services for the County. It assesses and evaluates the service needs for prevention, education, and treatment programming within the County.
The Board sets priorities, develops a plan for the operation of such programs, and enters into contracts with local providers for services to residents who cannot afford to pay. The following is a list of contract agencies funded by the ADAS Board to provide alcohol & drug abuse prevention, education and rehabilitation services:

The ADAS Board manages about $2.8 million in State and Federal funds allocated to Mahoning County. Currently, no tax local tax dollars are supporting the prevention, education, and rehabilitation services to the residents of our community.
During its six year history, the ADAS Board has accomplished the following: conducted a county-wide comprehensive alcohol and drug needs survey; developed a seven year plan to address community needs; developed a detoxification program for the indigent; increased residential programming; developed a management information system to collect and track client billing and activity; and, received a demonstration grant to train and place recovering chemically dependent individuals into jobs.
We operate similar to an insurance company only we pay the cost of alcohol and drug addiction treatment services for Mahoning County residents, including adults and children that do not have the ability to pay for their services. Our agency also buys drug prevention services offered to children in nearly every school district in the Mahoning County. We also provide administrative support for both the felony and misdemeanor drug courts that operate in Mahoning County.
